It is the policy of the United States to undertake best efforts to— reduce global poverty, including by establishing and meeting, in cooperation with governments of developing countries, other public and private donors, multilateral institutions, nongovernmental organizations, businesses, and affected communities, international targets for the reduction of poverty; and prevent, prepare for, mitigate, and respond to humanitarian crises wherever such crises may occur.
