Congress finds the following: On March 6, 2014, pursuant to United Nations Security Council Resolution 1874, a Panel of Experts issued a report assessing the enforcement of existing sanctions on North Korea. The Panel reported that North Korea continues to trade in arms and related materiel in violation of the resolutions and that there is no question that it is one of the country’s most profitable revenue sources . The Panel of Experts found that North Korea presents a stiff challenge to Member States through multiple and tiered circumvention techniques and is experienced in actions it takes to evade sanctions .
It is the sense of Congress that the United States should work to increase the capacity of responsible nations to implement United Nations Security Council Resolutions 1695, 1718, 1874, 2087, and 2094, including to strengthen the capacity of responsible nations to monitor and interdict shipments to and from North Korea that contribute to prohibited activities under such Resolutions.
