Section 104 of the North Korean Human Rights Act of 2004 ( 22 U.S.C. 7814 ) is amended by inserting after subsection

(c)the following new subsection: Not later than 180 days after the date of the enactment of this subsection, the President shall submit to the appropriate congressional committees a classified report setting forth a detailed plan for making unrestricted, unmonitored, and inexpensive electronic mass communications available to the people of North Korea. .
