Sec. 3. Management of withdrawn and reserved lands

During the period of the withdrawal and reservation specified in section 6, the Secretary of the Army shall manage the public lands withdrawn by section 2 for the purposes specified in subsection
(b)of such section, subject to the limitations and restrictions contained in section 4.
