Each State or entitlement community desiring to establish a Community Corps under this title shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require. For fiscal year 2014— application requirements shall be released by the Secretary within 30 days of enactment of this Act; States and entitlement communities desiring to receive funds under this title for such fiscal year shall submit to the Secretary an application within 60 days of the date of enactment of this Act; and the first allotments under this title shall be awarded by the Secretary not later than 90 days after the date of enactment of this Act.
