The grant programs under this subtitle are applicable programs (as that term is defined in section 400 of the General Education Provisions Act ( 20 U.S.C. 1221 )) subject to section 439 of such Act ( 20 U.S.C. 1232b ). Each local educational agency receiving a grant under this title shall comply with all applicable Federal, State, and local health, safety, labor, and civil rights laws.
