To carry out the purposes of this Act, there is established within the Department of the Interior the National Geospatial Technology Administration. The National Geospatial Technology Administration shall be headed by an Administrator, who shall report directly to the Secretary of the Interior. The Administrator shall be appointed by the President, by and with the advice and consent of the Senate.
