Section 53702(b) of title 46, United States Code, is amended by adding at the end the following: No obligation involving a fishing vessel, fishery facility, aquaculture facility, individual fishing quota, or fishing capacity reduction program may be issued or guaranteed under this chapter after the date of this paragraph. .
