Section 21(b) of the National Institute of Standards and Technology Act (15 U.S.C. 278g–4(b)) is amended— in paragraph (2), by striking and the Director of the Office of Management and Budget and inserting , the Secretary of Commerce, and the Secretary of Homeland Security ; and in paragraph (3), by inserting , the Secretary of Homeland Security, after the Secretary of Commerce .
