Section 5104(b) of title 38, United States Code, is amended— by striking and
(2)and inserting
(2); and by inserting before the period at the end the following: , and
(3)a form that may be used to file a notice of disagreement to the decision . The amendments made by subsection
(a)shall apply with respect to decisions made by the Secretary under section 511 of title 38, United States Code, on or after the date of the enactment of this Act.
