The President is authorized, after making a determination described in subsection
(b)and notwithstanding any other provision of law, to— provide assistance; make contributions; and use the voice, vote, and influence of the United States in international financial institutions for the purposes described in subsection (c). The determination referred to in subsection
(a)is a determination by the President, which shall be transmitted in writing to the appropriate congressional committees, that— the regime of Bashar al-Assad is no longer in power; the United States has recognized a transitional government; and such transitional government is not controlled by an organization designated as a foreign terrorist organization in accordance with section 219 of the Immigration and Nationality Act ( 8 U.S.C. 1189 ). Assistance under this section may be made available for the following purposes: Developing or strengthening democratic institutions and processes. Short-term economic and political stabilization. Reconstructing or revitalizing basic infrastructure. Fostering reconciliation and the peaceful resolution of conflict.
