Sec. 107. Civilian broadcasting to Syria

In addition to amounts made available for grants for broadcasting in the Middle East and the International Broadcasting Operations of the Broadcasting Board of Governors, such sums as may be necessary are authorized to be appropriated for a grant to the Middle East Broadcasting Networks, Inc., for the purpose of providing United States civilian broadcasting to the people of Syria. Not later than 30 days after the date of the enactment of this Act, the Broadcasting Board of Governors shall submit to the appropriate congressional committees a detailed report on plans to establish the service described in subsection (a).
