Section 251(b) of the Help America Vote Act of 2002 ( 42 U.S.C. 15401(b) ) is amended— in paragraph (1), by striking
(2)and
(3)and inserting (2), (3), and
(4); and by adding at the end the following new paragraph: A State may use a requirements payment to carry out any of the requirements of the Voter Registration Modernization Act of 2013, including the requirements of the National Voter Registration Act of 1993 which are imposed pursuant to the amendments made to such Act by the Voter Registration Modernization Act of 2013. . Section 254(a)(1) of such Act ( 42 U.S.C. 15404(a)(1) ) is amended by striking section 251(a)(2) and inserting section 251(b)(2) . The amendments made by this section shall apply with respect to fiscal year 2014 and each succeeding fiscal year.
