For purposes of this Act, the Director— shall treat as a Joint Venture any joint venture recognized by the Director before the date of the enactment of this Act in accordance with the United States Fish and Wildlife Services manual (721FW6); and shall treat as an Implementation Plan an implementation plan adopted by the management board for such joint venture.
