Section 451(b), as amended by the preceding provisions of this Act, is amended by inserting immediately after the heading thereof (and before paragraph
(1)thereof) the following: Notwithstanding any other provision of law (including part V of subchapter P)— . The amendment made by subsection
(a)shall be treated for purposes of section 3303(g) as though such amendment were made by section 3303(a).
