Unless the House of Representatives and the Senate each vote on the passage of a concurrent resolution consistent with the requirements of subsection (b), the provisions of this joint resolution shall have no force or effect. The matter after the resolving clause of the concurrent resolution described in this section shall state the following: Congress affirms that it makes sense for the United States Government to rush ahead with $1,300,000,000,000 in new entitlement spending under the Affordable Care Act even though our Nation is in the middle of a debt crisis and Social Security and Medicare are on the brink of bankruptcy. .
