Notwithstanding section 101, amounts are provided for Department of Health and Human Services—Office of the Secretary—Public Health and Social Services Emergency Fund at a rate for operations of $1,301,430,000, of which $58,000,000 may be apportioned up to the rate for operations necessary for expenses to support acceleration of countermeasure and product advanced research and development pursuant to section 319L of the Public Health Service Act for addressing Ebola therapies.
