Notwithstanding section 101, the level for The Judiciary, Courts of Appeals, District Courts, and Other Judicial Services, Salaries and Expenses shall be $4,820,181,000: , That notwithstanding section 302 of Division C, of Provided Public Law 112–74 as continued by Public Law 113–6 , not to exceed $25,000,000 shall be available for transfer between accounts to maintain minimum operating levels.
