In the House, it shall not be in order to consider a bill or joint resolution reported by a committee (other than the Committee on Appropriations), or an amendment thereto or a conference report thereon, if the provisions of such measure have the net effect of increasing direct spending in excess of $5,000,000,000 for any period described in subsection (b). The applicable periods for purposes of this section are any of the four consecutive ten fiscal-year periods beginning with fiscal year 2025.
