A. Water users outside the district may contract for a water supply from the central Arizona project directly with the secretary or with the district on the basis of paying costs allocated by the secretary.
B. A county not originally included in the district may petition for inclusion in the district upon agreement to pay the county's accrued equitable share of construction costs previously paid by the district and interest thereon. Such petition shall be filed with the director and a copy served upon the district. The proceedings and hearings shall be in all respects the same as in the organization of districts. After inclusion within the district, the taxable property within the petitioning county is subject to a tax levy as provided for by this chapter.
Notwithstanding any other provision of law, the board of supervisors of a petitioning county may levy an additional tax to accomplish the purposes of this section.
