It is the purpose of this article to enable districts to secure the benefits of any act or acts of the Congress to encourage national recovery or to provide for the construction of useful public works, to encourage public works, to reduce unemployment or to improve the conditions of agriculture and thereby to assist in the national recovery and promote public welfare. To those ends districts may perform all acts required by the federal government as a condition of any loan or grant of money or sale or purchase of any bonds and do all things necessary or convenient to carry out such purpose in addition to the express powers conferred in this article.
This article is remedial in nature and the powers hereby granted shall be liberally construed.
