The director, by rule, shall establish and collect nonrefundable fees that do not exceed:
1. Twenty-five dollars for an initial application.
2. Fifty dollars for an initial license.
3. Two hundred fifty dollars for testing.
4. Fifty dollars for license renewal.
5. Ten dollars for a duplicate license.
