On petition of at least one hundred twenty-three producers, the council shall conduct an election within sixty days of receipt of the petitions to determine whether the council should recommend to the legislature that the council and its programs be discontinued and terminated. The petition of producers shall include a certification statement that the signatures are those of producers of grain. The ballot for an election shall be in such form as to record a yes or no answer to the question:
"Shall the Arizona grain research and promotion council recommend to the legislature that the council and its programs be discontinued and terminated?" If a majority of those producers voting votes yes, the council shall recommend to the legislature that the council be terminated.
