A. The director of the department of administration may issue a warrant in an amount of not more than five hundred thousand dollars on claims properly certified by the department of transportation to establish a revolving account to facilitate only the payment of small expenditures, payrolls and expense accounts in connection with the operation of the department of transportation. Claims authorized by this subsection shall be paid from any monies appropriated to the department of transportation.
B. If the director of the department of administration has issued a warrant pursuant to this section, the director of the department of administration shall not issue another like warrant until an itemized verified statement and proper receipts and vouchers showing in detail the expenditure and distribution of the amount previously advanced for the revolving account under this section and the account to which each item of the statement shall be charged is filed with the director of the department of administration.
On receipt of the statement, the director of the department of administration shall charge each item to the proper account and may issue a further warrant, on claims, to replenish the revolving account, but the total shall not exceed five hundred thousand dollars at any time.
