28-335. Comprehensive financial management system

A. The department shall establish a comprehensive financial management system.
B. The comprehensive financial management system shall include separate certifications of future estimated revenues and future estimated system costs as reflected in the long-range statewide transportation plan developed and updated pursuant to sections 28-307 and 28-506. All transportation revenues, including federal, state, regional and local revenues, shall be included in the certifications. All transportation costs shall be included in the certification of anticipated costs, including optimal long-term system preservation costs and system maintenance and administration costs as well as system expansion costs.
In developing the data collection and reporting methodologies, until January 1, 2006, the department shall provide for the use of estimates of the items required in this section if the department or a regional or local transportation agency is unable to obtain reliable information pertaining to the items required.
C. The department shall complete the certifications on or before December 31, 2004 and on or before July 1 of each even-numbered year thereafter.
D. All state, regional and local transportation agencies shall assist the department in preparing the certifications. Tribal governments are encouraged to assist the department in preparing the certifications.
E. If the department is unable to obtain reliable information concerning the revenues or costs of components of the transportation system, it may develop and use estimates of those amounts in order to comply with this section.
