A. Nonpartisan elections and elections held by a school district, a city or a town that are not held concurrently with a general election shall be called not later than one hundred eighty days before the date of holding the election. This subsection does not apply to an election called pursuant to section 19-209 or 35-453.
B. For the purposes of this article, "nonpartisan" means an election that is held by a special district established pursuant to title 48 and that is not held concurrently with the general election.
