This state, any political subdivision or agency of this state and any other governmental entity:
1. May remove noxious weeds as defined in section 3-201, including Russian olive and salt cedar trees, as part of routine maintenance operations and capital projects.
2. May not use noxious weeds as defined in section 3-201, including Russian olive and salt cedar trees, in landscaping.
