The question to be printed on the ballots used in a referendum held pursuant to this chapter shall be as follows:
"Do you favor additional research, education, publicity and the promotion of the sale and use of soybeans and the continuation of the levy of an assessment at a rate of one half of one percent of the net market price per bushel in accordance with the provisions of the Soybean Board?

_____ No."
