The following production areas are designated for the purposes of this chapter:
Area I: The locality with the highest cotton production in the most recent calendar year according to the records of the Department;
Area II: The locality with the second highest cotton production in the most recent calendar year according to the records of the Department; and
At-Large Area: Localities determined to be Area I or Area II or any other locality that produces cotton in the most recent calendar year according to the records of the Department.
