The Division of Licensing and Background Checks, created in Section 26B-2-901 , may adopt rules under Title 63G, Chapter 3, Utah Administrative Rulemaking Act, to implement Sections 81-14-303 , 81-14-304 , 81-14-305 , and 81-14-306 .
