19-6-510. Study of glass recycling.
(1)As used in this section:
(a)"Division" means the Division of Waste Management and Radiation Control created in Section 19-1-105 .
(b)"Glass cullet" means broken or crushed glass suitable for reuse or reprocessing.
(c)"Material recovery facility" means a facility that sorts recyclable material from single-stream recycling for sale to manufacturers.
(d)"Multi-stream recycling" means the sorting or separating of recyclable material by a consumer by material type or category before collection.
(e)"Recyclable material" means the same as that term is defined in Section 19-6-509 .
(f)"Single-stream recycling" means the collection of recyclable material by:
(i)a public entity; or
(ii)a person with whom the public entity has as a collection agreement.
(2)The division shall conduct a statewide study of glass recycling that:
(a)includes an inventory of current glass recycling methods;
(b)identifies areas in this state that may benefit from increased glass recycling;
(c)identifies strategies for increasing the amount of glass collected by:
(i)increasing the number of glass recycling drop off locations;
(ii)increasing the number of, or funding for, material recovery facilities;
(iii)expanding curbside glass recycling collection;
(iv)expanding multi-stream recycling collection and processing;
(v)identifying additional uses or end users of glass cullet; and
(vi)implementing educational strategies for informing the public:
(A)of the benefits of glass recycling; and
(B)how to recycle household glass.
(a)The division shall report the results of the study described in Subsection
(2)to the Natural Resources, Agriculture, and Environment Interim Committee at or before the committee's September 2025 interim meeting.
(b)For each study item described in Subsection
(2), the report described in Subsection (3)(a) shall include:
(i)research findings; and
(ii)policy recommendations.
