Bollard, ” schooner.Payment to owner of, for losses due to interruption of voyage, etc.of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Horace Turner, managing owner of the American schooner Addison E. Bullard, for and on behalf of the owners of the schooner, the sum of $83,215, such sum reprepenting losses sustained by the owners of the schooner because of the interruption of a voyage by reason of the proclamation of the President, effective September 28, 1917, forbidding sailing vessels from entering the war zone.
The acceptance of such sum by the owners of the schooner shall be in full satisfaction of all claims of the owners in respect of such losses. Approved, May 29, 1928.
