That in the administration of any laws conferring rights, privileges, and benefits upon honorably discharged soldiers, Edgar Travis, senior, late of Company I, Sixth Regiment West Virginia Volunteer Infantry, shall hereafter be held and considered to ha ve enlisted in said company on April 1, 1863, and to have been honorably discharged from the military service of the United States as a private of said company *Proviso.*No back pay, etc.on December 26, 1864: *Provided*, That no back pay, bounty, pension, or allowance shall be held to have accrued prior to the passage of this Act.
