That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any moneys in the Treasury not otherwise appropriated, to Albert Wood, of Vernonia, Columbia. County, Oregon, the sum of $750 in full compensation for losses suffered by him through and in connection with the cancellation by the Post Office Department in October, 1915, of a contract held by him for carrying the mails on star route numbered 73195, in the State of Oregon, from July 1, 1914, to June 30, 1918.
