Res., No. 54](/us/bill/70/pubres/54).] *Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, * That the President of theInternational Petroleum Exposition, Tulsa, Okla.Foreign countries invited to participate in. United States is authorized to invite by proclamation, or in such other manner as he may deem proper, the States of the Union and all foreign countries to participate in the proposed International Petroleum Exposition, to be held at Tulsa, Oklahoma, beginning October 20, 1928, for the purpose of exhibiting samples of fabricated and raw products of all countries used in the petroleum industry and bringing together buyers and sellers for promotion of trade and commerce in such products.
Sec. 2. All articles that shall be imported from foreign countriesArticles for exhibition admitted free of duty, etc. for the sole purpose of exhibition at the International Petroleum Exposition upon which there shall be a tariff or customs duty shall be admitted free of the payment of duty, customs fees, or charges, under such regulations as the Secretary of the Treasury shall prescribe; but it shall be lawful at any time during the exhibitionSales permitted subject to revenue regulations. to sell any goods or property imported for and actually on exhibition, subject to such regulations for the security of the revenue and for the collection of import duties as the Secretary of the Treasury may prescribe: *Provided, *That all such articles when sold or withdrawn*Proviso.*Payment of duty. for consumption or use in the United States shall be subject to the duty, if any, imposed upon such articles by the revenue laws in force at the date of withdrawal; and on such articles which shall haveAllowance for deterioration, etc. suffered diminution or deterioration from incidental handling and necessary exposure, the duty, if paid, shall be assessed according to789 the appraised value at the time of withdrawal for consumption or use, and the penalties prescribed by law shall be enforced againstPenalty for illegal sales, etc. any person guilty of any illegal sale, use, or withdrawal.
