Richter.Military record corrected. administration of any laws conferring rights, privileges, and benefits upon honorably discharged soldiers, Henry W. Richter, who was a member of Company A, Ninth Regiment Iowa Volunteer Cavalry, shall hereafter be held and considered to have been honorably discharged from the military service of the United States as a member of that organization on the 17th day of January, 1864: *Provided*,*Proviso*.No prior pension, etc. That no bounty, back pay, pension, or allowance shall be held to have accrued prior to the passage of this Act.
