P. Welch.Military record corrected. administration of the pension laws and the laws governing the National Home for Disabled Volunteer Soldiers, or any branch thereof, James K. P. Welch shall hereafter be held and considered to have been honorably discharged from the military service of the United States as of the date August 31, 1864, as a private of Company I, Fifty-ninth Regiment Indiana Volunteer Infantry, Civil War:*Proviso*.No back pay, etc. *Provided*, That no back pay, bounty, pension, or allowance shall be held to have accrued prior to the passage of this Act.
