That the Secretary of War, under such conditions as he shall determine, is author- 573 ized to acquire by purchase or condemnation real estate at Opaeula Purchase of designated real estate in, for army artillery installations. Gulch and Gilbert, Hawaii, for the purpose of providing four sites for firing installations for heavy artillery, and there is hereby authorized to be appropriated for this purpose a sum not exceeding $10,125. Approved, May 16, 1928.
