May 7, 1928.[[H. R. 8128](/us/bill/70/hr/8128).][[Public, No. 350](/us/pl/70/350).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,* That there is Gorgas Memorial Laboratory.Amount authorized annually to Gorgas Memorial Institute for maintenance and operation thereof.hereby authorized to be permanently appropriated for each year, out of any money in the Treasury not otherwise appropriated, the sum of $50,000, to be paid to the Gorgas Memorial Institute of Tropical and Preventive Medicine, Incorporated (hereinafter referred to as the Gorgas Memorial Institute), for the maintenance and operation by it, of a laboratory to be known as the Gorgas Memorial Laboratory, upon condition
(1)that the necessary building Buildings in Panama or Canal Zone.or quarters for said laboratory shall be constructed within the five years next ensuing after this Act shall become a law, either upon the site offered by the Republic of Panama therefor, at, or adjacent to, the city of Panama, or upon a site in the Canal Zone to be provided by the United States;
(2)that each of the Latin-American Latin-American Governments invited to contribute.Governments be invited and permitted to contribute annually, on a pro rata basis, according to population, toward the maintenance and operation of such laboratory, the total of such contributions not to exceed 75 per centum of the total contributed by the United States; and
(3)that in such manner as the President may United States to be represented on administration board.determine the United States be represented permanently on the board or council directing the administration of such laboratory, with privilege to the Latin-American Governments contributing as aforesaid to have representation on such board or council; all such Representations by other countries.representation to be based upon, and in proportion to, the actual respective contributions made to the aforesaid maintenance and operation. Sec. 2. That pending the construction of the necessary building or Annual appropriation authorized for organization, operation of temporary quarters, etc.*Post,* pp. 912, 1106.quarters for said Gorgas Memorial Laboratory there is hereby authorized to be appropriated annually, in manner aforesaid, for a period not exceeding the five years hereinbefore named, said sum of $50,000, payable to the Gorgas Memorial Institute, to enable and permit to be made the organization of the said Gorgas Memorial Laboratory, and its maintenance and operation, in temporary quarters or in any existing laboratory, in the Republic of Panama, or the Canal Zone. Sec. 3. The Gorgas Memorial Institute shall make to Congress Annual report of Institute to Congress.annually, on the first Monday in December, a full report of the operation and work of the Gorgas Memorial Laboratory up to the first of November next preceding, and shall include therewith a complete statement of the receipts and expenditures of said laboratory for such fiscal year. The books and accounts of the Gorgas Examination by Comptroller General of books, etc.Memorial Laboratory shall at all times be open to examination by the Comptroller General of the United States.
