That the Act entitled “An Act to provide further for the national security and defense, and, for the purpose of assisting in the prosecution of the war, to provide credits for industries and enterprises in the United States necessary or contributory to the prosecution of the war, and to supervise the issuance of securities; and for other purposes,” approved April 5, 1918, as amended, be, and the same hereby is, amended so as to extend for one year the period specified in section 1 of said Act during which the War Finance Corporation shall have Expiration of ten-year period not to affect any right, penalty, etc.Vol. 40, p. 506. succession; and the expiration of the period of ten years specified in said section 1 shall not be construed to affect any right or privilege accrued, any penalty or liability incurred, or any civil or criminal proceeding commenced, or to diminish any authority conferred on any official necessary to enable him to carry out the duties remaining to be performed by him under said Act.
