Res., No. 19](/us/bill/70/pubres/19).] *Resolved by the Senate and House of Representatives of the United States of America in Congress assembled*, Pacific Southwest Exposition.Articles imported solely for display at, admitted free of duty, etc.
That all articles that shall be imported from foreign countries for the sole purpose of display at the Pacific Southwest Exposition to be held during the year 1928 for the purpose of commemorating the landing of the Spanish Padres in the Pacific Southwest and the opening of the Long Beach, California, world port, upon which there shall be a tariff or customs duty, shall be admitted free of the payment of duty, customs fees, or charges, under such regulations as the Secretary of the Treasury Sales authorized. shall prescribe; but it shall be lawful at any time during the exhibition to sell any goods or property imported for and actually on 397 exhibition, subject to such regulations for the security of the revenue and for the collection of import duties as the Secretary of the *Proviso*.Duty upon articles sold, etc.
Treasury may prescribe: *Provided*, That all such articles when sold or withdrawn for consumption or use in the United States shall be subject to the duty, if any, imposed upon such articles by the revenue Allowance for diminution, etc. laws in force at the date of withdrawal; and on such articles which shall have suffered diminution or deterioration from incidental handling and exposure, the duty, if payable, shall be assessed according to the appraised value at the time of sale or withdrawal, and the penalties prescribed by law shall be enforced against any person guilty of any illegal sale, use, or withdrawal of such articles.
Sec. 2. Exhibits from departments, etc., authorized. The heads of the various executive departments and independent establishments of the Government are authorized to collect, prepare and lend, upon request, to the Pacific Southwest Exposition, articles, specimens, and exhibits which, in their judgment, it may be in the interest of the United States to exhibit at such exposition: *Proviso*.No Government expense. *Provided*, That the furnishing of such articles, specimens, and exhibits shall be without expense to the United States.
