R. 4821](/us/bill/70/hr/4821).][[Private, No. 24](/us/pvtl/70/24).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, That the Secretary Langin Field, Moundsville, W. Va.of War be, and he is hereby, authorized and directed to make a thorough investigation of the merits of the claims which have been Claims for damages, etc., caused by airplane accident at, to be investigated, etc.submitted to the War Department in writing, for compensation for property damage, death, or personal injury alleged to have been caused by the airplane accident at Langin Field, Moundsville, West Virginia, on July 10, 1921, and to transmit each such claim with supporting papers and a report of his finding of facts and recommendations thereon to the Comptroller General of the United States Recommendations, etc., to Congress.*Ante*, p. 1434.*Provisos*.Condition.for submission to the Congress with his recommendations thereon: *Provided*, That claims on account of disability or death resulting from personal injury sustained in said accident by persons not officers or employees of the United States shall not be recommended hereunder for persons or in amounts which would not be allowable under the United States Employees’ Compensation Act if the individual Vol. 39, p. 742.killed or injured were an employee of the United States: *Provided further*, Character of report.That the report to be made hereunder shall contain a brief statement of the character and justice of each claim so certified, the amount claimed, and the amount found due.
