Granted honorable discharge. and he is hereby, authorized and directed to cause an honorable discharge, as of September twenty-first, eighteen hundred and sixty-one, to be granted to Thomas West, late a private in Company F, Twelfth New York Infantry Volunteers, and late a private in Company B, One hundred and eighty-fifth New York Infantry Volunteers: *Provided,* That no pay, bounty, or other emoluments shall become due or payable by virtue of the passage of this Act. Approved, March 3, 1899.
