E. Bates, Brigadier-General, A. E. Bates. May accept decoration from France. United States Volunteers, be, and he is hereby, authorized to accept from the President of the French Republic, the decoration of “The Legion of Honor” awarded at the conclusion of the Grand Maneuvers at Moulins, France, in September, anno Domini one thousand eight hundred and ninety-seven.
