Granted honorable discharge. and he is hereby, authorized and directed to remove the charge of desertion now standing against the military record of Thomas Hickey, late of Company I, Twelfth Illinois Volunteer Cavalry, and to issue an honorable discharge as of date November nineteenth, eighteen hundred and sixty-one: *Provided,* That no pay, bounty, or other emoluments shall *Proviso.* No pay, etc. become due or payable by virtue of the passage of this Act. Approved, March 3, 1899.
