CHAP. 998.— An act to amend the Articles of War relative to the punishment on conviction by courts-martial.September 27, 1890. *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*,Courts martial, Army.Discretionary punishment limited.[R. S., Title XIV, chap. 5, p. 229](/us/rs/chap5/p229). That whenever by any of the Articles of War for the government of the Army the punishment on conviction of any military offense is left to the discretion of the court martial the punishment therefor shall not, in time of peace, be in excess of a limit which the President may prescribe.
