I. That the sum of fifteen thousand dollars be, and is hereby appropriated for the purpose of laying a telegraphic cable, under the direction of the Chief Signal Officer of the Army, from the main land of Rhode Island to Block Island, Rhode Island. Approved, January 14, 1880.
