Pemberton. *States of America in Congress assembled, (two-thirds of each House concurring therein),* That J. O. Pemberton ofPolitical disabilities. the State of Pennsylvania, be, and he is hereby, relieved of all political disabilities imposed upon him by the third section of the fourteenth article of the amendments to the Constitution of the United States.
