46A-4-33. Precinct election officers--Appointment by board of directors or electors.

Before the time for posting the notices, the board of directors shall appoint from each precinct participating in the election from the electors of the precinct, one clerk and two judges, who shall constitute a board of election for the precinct, in any election not conducted under a district system of voting by mail. If the board fails to appoint a board of election or the members appointed do not attend at the opening of the polls on the morning of election, the electors of the precinct present at the hour may appoint the board or supply the place of an absent member of the board of election.
The board of directors shall, in its order appointing the board of election, designate the hour and place in the precinct where the election will be held.
