The secretary of agriculture and natural resources, in determining for administrative purposes whether a commercial feed is deficient in any component, shall be guided by the official sample as defined in subdivision 39-14-39
(13)and obtained and analyzed as provided for in §§ 39-14-62 , 39-14-66 , and 39-14-67 .
